Director General IT Jobs 2022 Details

- Ph.D in Computer Science/Information Technology/Software Engineering/IT-related discipline from HEC recognized local or foreign university.
- Master’s Degree in Computer Science/Information Technology/Software Engineering/IT-related discipline from HEC recognized local or foreign university.

- Candidates with Ph.D are required to have ten (10) years of experience in the relevant field. Candidates with Master’s Degree are required to have fourteen (14) years of experience in the relevant field. Experience including three years of senior management level position within the IT Industry. (Senior level implies not below than N-3 level of reporting in an organization, where N denotes the Head of the Organization)

-The candidate’s professional credentials should include the following:
- A Successful track record of initiating and leading digital transformation in a large-scale organization or a Govt. body by leveraging ICT solutions and services. 
- Experience of developing a vision and plans to transform Governance/ Business Processes by use of digital technologies and contribute to government efficiency and transparency. 
- Excellent understanding of emerging technologies such as Cloud Computing, IoT, Artificial Intelligence, Big Data, Block Chain/Distributed Ledger etc.
- Demonstrated experience in hybrid project management and Business Process Re-engineering.
- Proven experience in leading and implementing change management strategies and plans for accelerated Digital Transformation.
- Understanding of Privacy and Security in Digital ecosystem.
- Experience to coordinate, organize and conduct stakeholder consultations demonstrating communication and interpersonal skills.

Job Description/Deliverable Tasks/Timeline:

- Revision and formulation of policies for Digital Transformation in Pakistan.	(As required from time to time)
- Monitoring and Evaluation of projects undertaken by the Government for digital transformation.	(As required from time to time)
- Responsible for the pre-processing of all projects submitted to the Ministry. This activity involves a thorough study of the goals and objectives of the proposals, the cost elements and the design of the proposed solution. The incumbent should provide technical leadership to the team of IT professionals assigned to assist in this exercise thoroughly examining the summaries and working papers produced for the input of forum approving the project.  	(As required from time to time)
- Preparation of the annual development budget of the IT Ministry, in particular, getting the requirement of the various agencies and vetting those against the project deliverables and utilization, preparation of the budget sheets, holding reviews and making modifications, and finally putting up the budget for approval.	(As required from time to time)
- Identification of areas where digital interventions can be helpful and to suggest measures for the automation of these areas through Business Process Re-engineering (BPR).   	(As required from time to time)
- Coordinate, organize and conduct stakeholder consultations.	(As required from time to time)
-  In addition to these major tasks, the incumbent, being a senior technical officer of the Ministry will be handling a variety of inter-ministerial cases that require technical input and would also participate in task forces, working groups, review meetings, recruitment and other such activities as and when required.	(As required from time to time)

- Appointment of the Director General (IT) shall initially be made on contract for three years which will be extendable for a further two years (year to year basis) on the recommendation of Performance Evaluation Committee in accordance with prescribed performance evaluation of MP Scale positions.

- No person shall be eligible for appointment as Director General (IT), who:
- has been or is dismissed from service as a consequence of disciplinary proceedings;
- has been or is convicted, by a court of competent jurisdiction, for an offence involving moral turpitude;
- either at the time of appointment as Director General (IT) or thereafter during such appointment was not or is not a citizen of Pakistan; or
- Derived benefits from the National Reconciliation Ordinance, 2007 (LX of 2007).

Manner of Appointment:
- The appointment shall be made as per prescribed procedure of appointment in MP-II Scale position.
- The vacancy of the Director General (IT) shall be uploaded by the Ministry of IT and Telecom on its website and also advertised at least in two national leading newspapers of nation-wide circulation.
- A Scrutiny Committee shall be constituted with the approval of Secretary, IT and Telecom, for scrutiny of applications.
- The Selection Committee/Board for appointment in the MP Scale shall recommend three most suitable candidates out of the scrutinized/shortlisted candidates for approval of the Prime Minister.
